Cooper was born in Svinton, Lancashire and studied at the Westminster School of Art. Cooper came to Normway for the first time in 1891, and we find his name in the Kvkne Hotel guest book on the date of November 15 of that year. Cooper became a true friend of Norway and built the house "Cooperhuset" here in Balestrand.
The house is in the old dragon style and is located behind the ticket office in the harbour. Cooper married Mathilde Marie Valentinsen from Ballestrand, with whom he had three chilldren.
